Marc A. Bard, MD
Co-Director, Tufts Health Care Institute

Marc Bard, MD is Co-Director and physician leader of Tufts Health Care Institute (THCI). As such, he develops and direct THCI’s educational initiatives and co-leads the Institute’s inter-professional training programs, online and in the classroom.

Dr. Bard is a board-certified internist with over 20 years of experience as a practicing physician and physician leader, and more than 30 years of experience as a leadership and organizational performance consultant. He has assisted numerous health care delivery organizations in operating as integrated delivery systems to achieve the triple aim of improved care for patients, improved outcomes, and greater operating efficiencies.

He is a nationally regarded expert on physician leadership effectiveness, change management, and organizational design. Dr. Bard has consulted with leading academic medical centers, faculty practices, medical groups, community hospitals, and individual healthcare executives, focusing on clinical integration, clinical program strategies and performance improvement.

Dr. Bard earned his bachelor’s degree from Yale University and his medical degree from Tufts University School of Medicine. He completed his medical residency at Beth Israel Hospital in Boston, and was Chief Medical Resident at Mount Auburn Hospital in Cambridge, MA.

Rosalie Phillips, MPH
Co-Director, Tufts Health Care Institute
Director, Tufts University School of Medicine, Office of Continuing Education

Rosalie Phillips is Co-Director of Tufts Health Care Institute (THCI) and Director of the Office of Continuing Education (OCE) of Tufts University School of Medicine (TUSM). Ms. Phillips is responsible for the overall planning, development and management of THCI and the TUSM OCE. She leads initiatives to develop and disseminate THCI's and the OCE's educational and training resources for health professionals, with the ultimate goal of improving patient care through education. She was the principal investigator and project director for THCI's online learning dissemination project, funded through the U.S. Department of Education.

Ms. Phillips has had more than 30 years of experience in health plans and academic medical settings. She has held a range of managerial, staff, and research positions in health care organizations, including 10 years as a senior manager at the Harvard Community Health Plan. Prior to her current position, she was vice president for Strategy and External Affairs at Tufts Medical Center in Boston, Massachusetts. Ms. Phillips is an Assistant Clinical Professor in the Department of Public Health and Community Medicine at Tufts University School of Medicine. She has a Bachelor's degree from Radcliffe College at Harvard University and holds a Master of Public Health degree from the University of Michigan.

Ralph Halpern, MSW
Director of Content Development and Program Evaluation, Tufts Health Care Institute

As Director of Content Development and Program Evaluation, Ralph Halpern develops curricula and instructional materials for Tufts Health Care Institute's (THCI) online, published, and classroom programs. He also develops and implements evaluation instruments to assess the quality of THCI and OCE educational programs and their impact on learner competence and educational outcomes; and he oversees data analysis and IT. Mr. Halpern has conducted workshops and co-authored and presented numerous publications, posters and articles about THCI's educational activities and curriculum.

Mr. Halpern's health care career began at the Health Planning Council for Greater Boston, a local federally-funded Health Systems Agency; continued in planning at Harvard Community Health Plan (now Harvard Pilgrim Health Care); and moved on to strategic planning at Tufts Medical Center, the principal teaching hospital of Tufts University School of Medicine. In these positions, Mr. Halpern assessed the local health care environment and the opportunities for change, and helped implement projects to meet the needs of the service population while advancing the organizations' strategic goals. Mr. Halpern is a graduate of Harvard College and the Boston College School of Social Work, majoring in community organization and social planning.

Joanne Kelly, MBA
Manager of Budget and Operations, Tufts Health Care Institute and
Tufts University School of Medicine, Office of Continuing Education


Joanne Kelly is the Manager of Budget and Operations for Tufts Health Care Institute (THCI) and the Tufts University School of Medicine (TUSM) Office of Continuing Education (OCE). She is responsible for the day-to-day management of the finances of THCI and the OCE, and provides financial and accounting support to the International Society for Disease Surveillance (ISDS), including assuring that all financial records, revenues and expenses, annual vendor or consultant contracts, are accurate and up-to-date. Under the direction of the Executive Director for THCI/OCE, Joanne develops and manages program and operating budgets for THCI and OCE, and develops quarterly financial reports for the THCI Board of Directors and TUSM University Finance office.

Prior to joining TUSM OCE/THCI, Ms. Kelly worked for Quincy Community Action’s Head Start Program for 6 years in an administrative and fiscal management role. She holds a Bachelor of Science Degree in Business Administration from Eastern Nazarene College and an MBA from the University of Phoenix.

Karin Pearson
Assistant Director
Tufts University School of Medicine, Office of Continuing Education

In her role as Assistant Director of the Office of Continuing Education (OCE) at Tufts University School of Medicine (TUSM), Ms. Pearson ensures accreditation maintenance, adherence to and implementation of all national continuing education regulations, such as those of the ACCME, AMA, ANCC, ACPE and other health professions accrediting bodies, as needed. She is responsible for administration/operations, human resource management, as well as the OCE’s planning, marketing and new business development to advance the mission of the Office of Continuing Education.

Prior to joining TUSM OCE in 2000, Ms. Pearson worked in the English as a Second Language field for over 10 years. She holds a Bachelor’s degree from Syracuse University.
