Philip R. Boulter, MD, FACE
Dr. Philip Boulter is Senior Vice President and Chief Medical Officer for Tufts Health Plan with responsibilities for strategic planning, utilization management and clinical services. Tufts Health Plan, headquartered in Waltham, Massachusetts, is a leading managed care company in New England with multiple product lines, 1,000,000 members, and 18,000 participating physicians. Dr. Boulter is also Medical Director at Tufts Managed Care Institute, where he serves as the primary liaison between the Institute and community-based providers. In addition, Dr. Boulter is president of the Alliance for Health Care Improvement, a consortium of non-profit managed care organizations in New England. The Alliance serves as a forum for participating health plans to collaborate on quality initiatives.

Prior to joining Tufts Health Plan, Dr. Boulter served in a range of leadership positions in a large multi-specialty group practice. As Medical Director for the Hitchcock Clinic-Concord Division in New Hampshire for nine years, he was responsible for incorporating managed care practices into clinical operations. He was also responsible for utilization management, capitation arrangements, budgeting, and integrating quality improvement into clinical operations. Dr. Boulter also served as a Regional Medical Director for Matthew Thornton Health Plan in New Hampshire.

Dr. Boulter graduated from Harvard Medical School, trained at Boston City Hospital, and is board certified in Internal Medicine and Endocrinology. Dr. Boulter is an Associate Clinical Professor of Family Medicine and Community Health at Tufts University School of Medicine. He is a member of the American College of Physician Executives and Fellow of the American College of Clinical Endocrinology

 
John Freedman, MD, MBA
Dr. John Freedman is a Medical Director at Tufts Health Plan. He provides support to Tufts Health Plan providers. Dr. Freedman was the Physician Director for Specialty Services and an active primary care physician at East Boston Neighborhood Health Center for five years before joining Tufts Health Plan in 1999. He previously practiced at the University of Louisville, where he received his MBA, and with Kaiser Permanente in Denver, where he was Assistant Medical Director for Quality Improvement in internal medicine. He is a graduate of University of Pennsylvania School of Medicine and Harvard College, and completed his medicinal internship and residency at Boston University Medical Center.
 
Mary Y. Lee, MD, MS

Mary Y. Lee, MD is Associate Provost at Tufts University, and Dean for Educational Affairs at Tufts University School of Medicine (TUSM). Dr. Lee also serves as Faculty Development Director at Tufts Managed Care Institute (TMCI).

As Associate Provost, Dr. Lee focuses on integrating educational programs across the health sciences through the medical school, nutrition school, Sackler School of Graduate Biomedical Sciences, the dental school, and the veterinary school, as well as promoting other university-wide teaching initiatives, particularly involving information technology.

As Dean for Educational Affairs, she is responsible for the overall curriculum development, evaluation and faculty development. At the medical school, Dr. Lee is also the Director of the Center for Learning at TUSM, which provides support to faculty and students in all aspects of curriculum planning, development and implementation as well as evaluation of courses and programs.

As Faculty Development Director for TMCI, Dr. Lee provides input to assure the relevance of TMCI’s content and programs to academic medicine and she plays a major role in assuring integration of the Institute’s managed care programs with the TUSM curriculum.

Dr. Lee received her MD from Tufts University School of Medicine and trained in internal medicine at New England Medical Center in Boston, MA. She is board certified in internal medicine and geriatrics. She has masters degrees in health services research and in Asian studies from Stanford University. Dr. Lee is an Associate Professor of Medicine at Tufts University School of Medicine.
