Faculty Bios

Philip Boulter, MD, FACE

Dr. Philip Boulter is Senior Vice President and Chief Medical Officer for Tufts Health Plan with responsibilities for strategic planning, medical management and clinical services. Tufts Health Plan, headquartered in Waltham, Massachusetts, is a leading managed care company in New England. Dr. Boulter is also Medical Director at Tufts Health Care Institute, where he serves as the primary liaison between the Institute and community-based providers. In addition, Dr. Boulter is past president of the Alliance for Healthcare Improvement, a consortium of non-profit managed care organizations in Massachusetts.The purpose of the Alliance is for the participating health plans to collaborate on quality initiatives.

Prior to joining Tufts Health Plan, Dr. Boulter served in a range of leadership positions in a large multi-specialty group practice. As Medical Director for the Hitchcock Clinic-Concord Division in New Hampshire for nine years, he was responsible for incorporating managed care practices into clinical opera-tions.
He was also responsible for utilization management, capitation arrangements, budgeting, and integrating quality improvement into clinical operations. Dr. Boulter also served as a Regional Medical Director for Matthew Thornton Health
Plan in New Hampshire.

Dr. Boulter graduated from Harvard Medical School, trained at Boston City Hospital, and is board certified in Internal Medicine and Endocrinology. Dr. Boulter is an Associate Clinical Professor of Family Medicine and Community Health at Tufts University School of Medicine. He is a member of the American College of Physician Executives and Fellow of the American College of Clinical Endocrinology.

Jeanne Driscoll, PhD, APRN, BC
Jeanne Watson Driscoll, a Certified Adult psychiatric mental health Clinical Nurse Specialist, is President and owner of JWD Associates, Inc.. Her private practice of psychotherapy and psychopharmacology focuses on the care of women with mood and anxiety disorders during the reproductive years. She received her Bachelor of Science in nursing degree from the University of Delaware, her Master of Science Degree in Psychiatric Mental Health Nursing from Boston College and her PhD in Nursing from University of Connecticut. She is an internation-ally recognized speaker and seminar leader.

Jeanne is published in both the professional and the lay press literature. Her latest book, co-authored with Deborah Sichel, MD, is Women’s Moods–What Every Woman Must Know about Hormones, the Brain, and Emotional Health. She is also known for her videos on postpartum adjustment and breastfeeding, including "Postpartum: A Bittersweet Experience;” “Breastfeeding: Better Beginnings;” “Fragile Beginnings: Understanding Postpartum Mood and Anxiety Disorders;” “Taking Care of Mom;” and “Staying Sane.”

Jeanne is a member of the American Nurses Association, The Massachusetts Association of Registered Nurses, Sigma Theta Tau (National Nurses’ Honor Society), Association of Women’s Health, Obstetrical and Neonatal Nurses, and the American Psychiatric Nurses Association. She is listed in Who’s Who in Professional Nursing,Who’s Who in American Nursing, and Who’s Who in Executive Women.

Janet Tomcavage, RN, MSN, APRN, BC-ADM, CDE
Ms.Tomcavage is presently Manager, Health Management Care Coordination at Geisinger Health Plan, Danville, PA. Over the last three years she has worked in the managed care arena, responsible for disease and care management activities. She is also responsible for the design, development and ongoing evaluation of all disease management programs and the 28 Health Managers who deliver the disease management services. Geisinger’s disease management programs for diabetes, hypertension and congestive heart failure received full approval from National Committee for Quality Assurance Disease Management Accreditation in 2003. In addition, Geisinger has several recent journal articles published on its diabetes disease management program.

Ms.Tomcavage’s past experience has included work for over 21 years in the specialty of diabetes education and management. She has given numerous lectures locally and nationally in the field of diabetes management, particularly medication management and pregnancy management in diabetes. She has a BSN in Nursing from Bloomsburg State College in 1981 and an MSN in Nursing from College Misericordia in 1991. Her certification includes Certified Diabetes Educator since 1987 and Advanced Practice in Diabetes Management since 2001. In addition, she has co-authored several articles on diabetes management.
