Choosing Healthplans All Together

CHAT—Choosing Healthplans All Together—is an exercise designed in a game-like format with a focus on designing a health insurance benefit package. The goal of the exercise is to help participants to better understand the tradeoffs involved in designing and choosing a health benefits package when there are competing needs for limited resources.

CHAT was originally developed by researchers at the University of Michigan and the National Institutes of Health. Tufts Health Care Institute (THCI) in Boston, MA has developed a modified version of CHAT for use by physicians in training. The exercise has been further modified by THCI and Greater Boston Interfaith Organization (GBIO) for use with community groups, to introduce consumers to the challenges that arise from competing perspectives and interests when trying to allocate limited health care resources.
